Mexico was in the middle of a civil war and the United States Army had been in Mexico chasing Poncho Villa. To invade the Southwest meant that Mexico would have had to abandon the fighting going on inside the country, invade the US (difficult given logistics and transportation and the quality of it's army) and somehow defeat the large US forces already on the border. At the same time an invasion would have focused the nations attention away from Europe. Sending troops to Europe would have been questioned ("We're being invaded but you're sending the Army to France?") Had Mexico invaded it's possible that the US would have repeated the Mexican War and perhaps gotten bogged down in pacification.
